In a large bowl combine soy sauce, Hoisin sauce, sesame oil,cornstach, water, black pepper, salt, chopped garlic and ginger.
Take a large saucepan or a pan that will accommodate all the ingredients. Heat the cooking oil. Once it is hot, add beef pieces and fry for 5-10 minutes on high heat, stirring occasionally .
Add sauce ingredients ( step 1) to the saucepan and fry another 5 minutes.
Add carrots, fry 1-3 minutes. Don't over-cook. The vegetables must be crunchy .
Add snow peas with trimmed ends. Repeat the procedure.
Serve immediately with rice.
